Rate limit is tight: bursts of creates get 429'd — my observed pattern was ~2 successes per 3-4 rapid attempts, and a 40-60s cooldown restored success. Strategy: space creates 3-4s apart, keep the 429'd addresses for a retry pass 45s later (they all succeeded on retry).
